Iryna Gerashchenko: Eurosolidarity has registered a draft law on shelter for the second time, but the monomajority is on vacation

MPs from the European Solidarity faction have registered a bill in the Verkhovna Rada for the second time, which is intended to ensure unhindered access of citizens to shelters during martial law. The party claims that the previous initiative was never considered by the parliament.
This was reported by the press service of European Solidarity, referring to the co-chair of the faction, Iryna Gerashchenko, who made a statement after another massive attack by the Russian Federation.
According to her, reports of people being denied entry to certain Kyiv metro stations due to overcrowding during air raids indicate an acute problem of a lack of shelters.
Gerashchenko recalled that back in 2023, the faction proposed to legislatively direct part of the revenues from the personal income tax (PIT) to the construction, re-equipment, and maintenance of protective structures. However, according to her, this draft law was never submitted to parliament for consideration.
In July of this year, deputies of the “European Solidarity” registered the revised draft law No. 15397 “On Amendments to Certain Legislative Acts of Ukraine Regarding the Adoption of Measures to Ensure the Safety of Citizens in a Special Period” .
The document provides:

- guaranteeing unhindered access to shelters during martial law;

- establishing clear requirements for the technical condition and equipment of protective structures;

- introducing regular checks of their readiness;

- increased responsibility for maintaining shelters;

- expanding the network of protective structures, in particular by installing modular shelters.
Iryna Gerashchenko emphasized that people should not seek open shelter during an air raid, and the state, local governments, and balance holders should be responsible for their availability and proper condition.
In addition, she called on the Verkhovna Rada to return to considering draft laws related to the safety of citizens, as well as to restore community funding for the maintenance and arrangement of protective structures.
At the end of the post, the MP expressed condolences to the families of those killed and injured as a result of another nighttime Russian attack on Ukraine.
