ISW learned about the Kremlin’s conditions for ending the war in Ukraine

The Kremlin is putting forward conditions for ending the war against Ukraine that go far beyond territorial issues.
This is reported by analysts from the Institute for the Study of War.
The report notes that Russia is insisting not only on territorial concessions from Ukraine, but also on the fulfillment of broader political and security demands. These apply not only to Kyiv, but also to NATO and Western countries in general.
Analysts say the Kremlin is seeking to change Europe’s security architecture and limit NATO’s influence. Such demands go beyond the war against Ukraine and are strategic in nature.
The report also notes that the latest statements by the Russian authorities contradict the approaches that Donald Trump has previously voiced as a possible basis for ending the war. The Kremlin has repeatedly rejected security guarantees for Ukraine offered by Europe.
In addition, Russian representatives are calling for any future peace agreement to include demands to halt NATO expansion and withdraw its borders.
Analysts conclude that a peace agreement that does not address these broader Kremlin demands will not satisfy Moscow. In their view, such a format of agreements is unlikely to ensure lasting peace or normalization of Russia’s relations with the West.
It was previously reported that Russian dictator Vladimir Putin ordered his troops to continue their offensive in the Zaporizhia region and move towards Zaporizhia, despite talk of peace negotiations.
