ISW warns: proposed “peace” opens the way for Russia to new offensives

The Institute for the Study of War stated that the “peace plan” between the US and Russia, which allegedly consists of 28 points, means the de facto capitulation of Ukraine and creates conditions for new aggression by the Russian Federation. Analysts emphasize that the document deprives Ukraine of key defensive positions and does not offer any real guarantees.

The Institute believes that the transfer of the rest of the Donetsk region to Russia and the freezing of the front line in the south are beneficial only to the Kremlin. It is in this region that the “belt of fortresses” is located – the main defensive line of Ukraine since 2014, which Russia has been unsuccessfully trying to break through for over a decade. Analysts emphasize: if Ukraine is forced to retreat, Russia will receive more advantageous positions for new offensives on Kharkiv, the south of the Kharkiv region, as well as on the east of the Zaporizhia and Dnipropetrovsk regions.

ISW adds that freezing the front will allow the Russian army to regain strength and prepare for future attacks on Kherson or Zaporizhia. The so-called “peace plan” effectively repeats the demands that Moscow made to Ukraine in Istanbul in 2022, when it hoped for a winning position on the battlefield.

Analysts emphasize that Russian narratives after the emergence of the new “plan” are aimed at promoting the idea of the inevitability of the Russian Federation’s victory and the exhaustion of Ukraine and the West in a long war.

As previously reported, Ukrainian President Volodymyr Zelenskyy officially received a framework peace agreement developed by American officials.

Recall, US President Donald Trump approved a plan for a peace agreement between Ukraine and Russia, which consists of 28 points.
