It is more profitable for the authorities to be with the remnants of pro-Russian parties than to build a coalition with pro-European forces.

Five people’s deputies elected to the Verkhovna Rada from the banned pro-Russian party “Opposition Platform – For Life” currently vote in the same way as the deputies of “Servant of the People” in almost 98% of cases when considering draft laws in the first and second readings.
This is evidenced by a study by the public initiative “Olka”, conducted on the basis of open data on the voting of people’s deputies.
The researchers included Serhiy Larin, Oleksandr Kachny, Serhiy Lyovochkin, Igor Kisilov, and Oleksandr Puzanov among the five deputies who came closest in the voting to the “Servant of the People”.
According to Iolka, before the full-scale invasion, these deputies voted with the Servant of the People faction less than 40% of the time. Now this figure has increased to almost 98%.
“The fragments of the OPZZH — the two deputy groups “Renewal of Ukraine” and “Platform for Life and Peace” — are saving the government the most, including on personnel issues,” said Oksana Stavniychuk, an investigative journalist and data engineer at “Golyka”.
She emphasized that the “Servant of the People” party no longer has a sufficient number of deputies to make decisions independently.
“Servant of the People” has long since lost 226 votes to independently make the decisions they need,” Stavniychuk noted.
Overall, researchers recorded an increase in support for the bills among 43 deputies from the “Platform for Life and Peace” and “Restorement of Ukraine” groups. In 30 of them, the share of “yes” votes increased by more than 50%.
Researchers attribute this to the fact that the single-party majority in parliament has effectively ceased to exist. According to “Ilka”, since 2023, “Servant of the People” has never independently gained 226 votes for bills that eventually became laws.
At the same time, “Holka” draws attention to the broader problem of representation. As of August 2026, 47 majoritarian constituencies remain vacant in the Verkhovna Rada, and in total, the parliament has lost 71 deputies. A significant part of them left the Rada after being appointed to state positions.
Separately, “Olka” previously investigated the voting of deputies on bills provided for in the Ukraine Facility Plan. Their adoption determines whether Ukraine will receive funds from international partners to support the state budget.
