Kremlin threatens nuclear weapons and manipulates facts to weaken support for Ukraine in Europe – ISW

Analysts at the Institute for the Study of War (ISW) warn that the Kremlin is intensifying multi-vector information campaigns to undermine European participation in a peaceful resolution of the war in Ukraine. Moscow is spreading disinformation narratives about the West “protracting the war”, threatening nuclear weapons and declaring Russia’s “inevitable victory” in an attempt to weaken support for Ukraine.

In its latest report, ISW emphasizes that the Russian authorities have activated three key rhetorical trends that are being promoted in the Western information space:

  • accusations of European powers of allegedly prolonging the war;
  • threats of nuclear weapons use;
  • statement about the inevitability of Russia’s victory.

According to analysts, Kremlin spokesman Dmitry Peskov and the head of the Russian Direct Investment Fund, Kirill Dmitriev, have recently made a series of statements aimed at undermining trust between the United States and its European partners. Dmitriev is often used by Moscow to promote its positions on English-language platforms, especially on the peace process and sanctions.

ISW paid special attention to the statements of the Deputy Chairman of the Russian Security Council Dmitry Medvedev. On August 31, in his English-language account on X, he sharply criticized French President Emmanuel Macron and German Chancellor Friedrich Merz for their participation in US efforts to end the war. Medvedev allowed himself cynical historical parallels, claiming that “everything could end like in 1945” and even threatened to “know by the teeth”, hinting at nuclear strikes.

Analysts emphasize that such statements by the Kremlin are intended to create the impression that a Russian victory is supposedly inevitable. To this end, the Russian Defense Ministry is disseminating exaggerated data on the advance of its troops, despite the fact that the actual territorial gains are minimal and disproportionate to the huge losses suffered by the aggressor’s army.

ISW concluded that the Kremlin’s information pressure is an attempt to compensate for military failures and disrupt joint Western efforts to achieve peace in Ukraine.

Earlier, the Kremlin stated that Europe was obstructing the diplomatic process of resolving the war , allegedly inciting Ukraine to continue hostilities.

Recall that Russian dictator Vladimir Putin continues to avoid any real guarantees that would prevent a new invasion of Ukraine. Instead, Moscow consistently seeks to destroy Western unity , oust Kyiv from the international support system, and divide the United States and Europe.
