US Special Representative for Ukraine and Russia Jared Kushner said the bulk of a peace agreement between Ukraine and Russia has already been finalized, but negotiations remain stalled due to Moscow’s territorial demands.

Kushner said this during a speech via video link at the Yalta European Strategy (YES) forum in Kyiv.

According to him, the most difficult issue remains the territory, as Kyiv and Moscow’s positions differ significantly. Kushner noted that Vladimir Putin has already outlined the boundaries of the territories Russia seeks.

“If Ukraine wanted to move to that line, we would already have the rest of the agreements,” Trump’s spokesman said.

Kushner also called his visits to Kyiv and Moscow on September 5-6 successful. He said the talks gave the US a clearer understanding of both sides’ positions and allowed them to develop new ideas for the upcoming trilateral meeting.

He emphasized that the American mediator’s task is to build trust between the parties, find common positions, and determine the conditions under which an agreement is possible.

At the same time, Kushner acknowledged that neither Ukraine nor Russia have a clear understanding of what the final outcome of the war should be.

It’s worth noting that Ukraine rejects Moscow’s demands to hand over territories it failed to seize militarily. According to Reuters, the status of the Ukrainian-controlled territories of Donbas remains the main obstacle to resuming trilateral negotiations.
