Last day according to the regulations: the government must submit the draft budget for 2026 to the Rada

On Monday, September 15, the Cabinet of Ministers of Ukraine is obliged to submit to the Verkhovna Rada a draft law on the state budget for 2026.
This was announced by People’s Deputy from “European Solidarity” Oleksiy Honcharenko.
It is noted that in accordance with Article 153 of the parliamentary regulations, which establishes that the government shall submit the budget no later than this date, the document must be accompanied by a report on the progress of the state budget implementation in the current year.
According to the Ministry of Finance, the 2026 budget deficit is projected at $45 billion. So far, external partners have pledged about $35 billion, so the government will have to look for ways to raise additional funding.
Prime Minister Yulia Svyrydenko presented the government’s draft action program on August 18, outlining the main budget guidelines. She emphasized that 50% of the funds planned for defense procurement will be invested in the production of Ukrainian weapons.
By the way, on September 10, the Cabinet of Ministers approved an action program for 2025, which includes 12 key priorities. Among them are supporting the army, restoring the economy and energy, and strengthening the social sphere. The introduction of the 2026 budget will be the government’s next step in implementing these tasks.
Let us recall that the State Budget of Ukraine for 2026 will be formed based on the scenario of the continuation of the war for the entire year.
Earlier, the Verkhovna Rada approved amendments to the state budget, which increased spending on national security and defense by a record 412.4 billion hryvnias . The bulk of the funds will be directed to the purchase of weapons, equipment, and drones for the front.
