The Odessa-based LLC “Grandpri LTD” of Vladimir Osipov, which failed to cope with the military’s food supply in 2024, received a new contract for UAH 3.37 billion.

According to the Oblichitel channel, law enforcement agencies are already conducting urgent investigative actions against companies that are or have been involved in schemes to supply products to the military, including firms associated with Vladimir Osipov.
The state enterprise “Logistics Operator” has carried out another procurement for the supply of products for the Armed Forces of Ukraine in the second half of 2025.
Based on the results of the tenders, winners were determined in 16 lots. Eight contracts have already been signed for a total of UAH 12.38 billion. Another UAH 6 billion is in the process of being signed. This was reported by the resource “Nashi Dengi” with reference to data from the Prozorro system.
From 10 to 17 companies participated in the bidding for each lot. Suppliers competed actively – they lowered prices, fought for the order. Large players submitted offers for several lots, but some of them were rejected due to the DOT limitation – no more than two contracts per person.
As a result, thanks to competition, it was possible to reduce the average cost of contracts by 17% of the expected value. The minimum reduction for one of the lots was 11%, the largest – 21.6%.
The maximum price for a daily ration was 155 UAH. As a result of the auction, it was possible to reduce it to 128.26 UAH per set.
What do they buy?
The suppliers’ price offers do not contain any clearly inflated amounts. At the same time, sometimes they offer suspiciously low prices – this may indicate either a probable replacement of quality products at a lower price, or a refusal to supply in case of victory.
In terms of cargo flow, potatoes are ordered most often – they make up 15% of the weight of all deliveries. In second place are wheat and rye bread (6%), third place is occupied by pork (5%). Then – other vegetables.
The prices for bananas, oranges, stewed pork and eggs varied slightly across the different offers – from 1.5% to 19%. The biggest difference was for sausages, cod, late potatoes, trout and oregano – more than 60%.
Contractor “Grandpri LTD” Osipova
Odessa company LLC “Grandpri LTD” received the largest contract – for UAH 3.37 billion. It will supply products for the military in the Dnipropetrovsk region. The company was created in 2020 under the name “Yug Khimtek”, now it is managed and owned by Vladimir Osipov.
In 2024, this company failed to organize food services in the Donetsk region – due to identified problems with the material and technical base, DOT terminated the contract with it. Nevertheless, in the same year, the company received three contracts for a total of UAH 3.19 billion.
Akhtyrka Myasoprodukt LLC will receive UAH 2.43 billion for products for Donbass. This enterprise from Sumy region operates under the brand name “Ethnic Myasniki” and is headed by Oleksandr Kapusnik, who also has other agricultural businesses. The company has already been mentioned in the media due to the supply of low-quality canned goods. After an inspection, the DOT banned the purchase of their products – we are talking about stewed beef, pates and porridges.
Since 2016, this company has signed contracts worth almost UAH 5 billion, most of all with DOT.
LLC “Mit Prom” from Lviv will receive 2.84 billion UAH in Kharkiv region. It also won the procurement in Chernihiv region for 931.39 million UAH – the contract has not yet been signed. The company belongs to Stanislav Maistrenko, Olga Mikhailova is the head.
“Mit Prom” is associated with entrepreneurs from the circle of Tatyana Glinyana. In particular, in the case where 4.7 million euros in cash were seized, a driver-forwarder of this company was mentioned. The investigation materials also mention the company “Grandpri LTD”, through which a tax credit of 256.8 million UAH was allegedly formed – but the director denied cooperation with the counterparty.
The firm “Mit Prom” also appears in criminal proceedings for embezzlement of budget funds due to supplies at inflated prices. In this case, documentation and seals of another company, “Mit Mix”, which is mentioned in the context of the activities of Glinyanaya’s group, were seized. In total, since 2024, “Mit Prom” has received state contracts for UAH 11.35 billion.
Adelin LLC from Lutsk will receive UAH 1.64 billion for the supply of food to the Odessa and Lviv regions. The company is managed by Tatyana Elova. She is also the founder of several charitable and agricultural organizations. According to YouControl, she is married to Orest Sorokopud, the son of MP Iryna Kostankevich.
In 2024, Adelin received contracts worth UAH 3.33 billion, most of them from DOT.
The capital’s Trade Granit Invest LLC will receive UAH 1.18 billion for the supply of food to the Mykolaiv and Kherson regions. The company is managed by Yulia Pavlichenko. The firm is part of the Prime MIT Trade group. Previously, it was featured in investigations as a supplier of low-quality stewed meat. In 2024, the DOT banned its participation in tenders due to documents with violations, but the court allowed the firm to participate in procurement again.
Cherkasy Meat Processing Plant LLC received a contract for UAH 917 million. It will supply products to the Vinnytsia, Kirovohrad and Cherkasy regions. The founders are Oleksandr Vakulin and Vladislav Vasilenko. The company has a problematic reputation: it was fined for poor quality products and delays in deliveries. Since 2023, the company has won tenders worth more than UAH 1.4 billion.
Mitform LLC won two lots for UAH 2.08 billion – for Sumy and Poltava regions, but the contracts have not yet been concluded. The company was registered in 2022, the owner is Oleksandr Skrypnyk. It is involved in the BEB case on tax evasion in the context of ties to the company Euro Vik.
LLC “Flavakor” won tenders for UAH 1.18 billion in Ternopil, Khmelnytskyi and Zhitomir regions. This is the first appearance of the company in public procurement. Owner and director – Pavlo Kazatskyi.
LLC “UT Company” from Dnipro won a lot for 719 million UAH for Zhytomyr region. The company belongs to Andriy Soshenko, and earlier among the owners were businessmen Ruslan Shostak and Valeriy Kiptik associated with “Eva” and “Varus”. Since 2024, the company has received more than a billion UAH in contracts.
Agroprodprom-Service LLC from Lviv won the UAH 303 million lot for Zakarpattia, Ivano-Frankivsk Oblast and Chernivtsi. The company is managed by Irina Vasiltsev. The company is involved in the criminal proceedings of the State Bureau of Investigation – it is suspected of involvement in procurement abuses in collusion with DOT officials. We are talking about the possible theft of more than UAH 54 million.
Let us recall that the volumes of supplies to the Armed Forces of Ukraine were inflated: the organizers who caused damages amounting to 6 million hryvnias have been identified.
