Law enforcement officers opened a criminal case over the sale of land in Transcarpathia to Lyovochkin: details

The Prosecutor General’s Office and the State Bureau of Investigation have opened criminal proceedings regarding possible violations during the sale of land in the Zakarpattia region, which was implemented by ARMA. The investigation is examining the actions of agency officials in the framework of the sale of plots related to companies connected to the Lyovochkin family.

According to law enforcement officials, a pre-trial investigation is being conducted in criminal proceedings No. 62026000000000025 dated January 12, 2026. The basis for opening the case was possible violations during the sale of land plots with a total area of 460 hectares in the Borzhava valley.

This concerns the sale of 3 land plots at an auction on January 8, 2026 for 89.5 million hryvnias. The auction was held in the format of a “Dutch auction”, during which the starting price was gradually reduced until the buyer agreed to purchase the asset. Only 1 bidder took part in all the auctions, which is why the sale took place at the lowest possible prices.

According to the results of the auction:

  • Andriy Vingranovsky purchased a plot of land with an area of 26.7366 hectares for 5.4 million hryvnias, at a starting price of 10.4 million hryvnias.
  • Andriy Vingranovsky purchased a plot of land with an area of 199.1488 hectares for 39.1 million hryvnias, at a starting price of 75.2 million hryvnias.
  • A plot of land with an area of 234.77 hectares was purchased by Igor Vlasyuk for 45 million hryvnias at a starting price of 88.2 million hryvnias.

As a result, the average cost of one hundred square meters was about 2 thousand hryvnias. At the same time, in November 2024, ARMA predicted to receive over 1 billion hryvnias for this land.

According to Opendatabot, Andriy Vingranovsky is the owner of Ombre Investment LLC, which is part of the Lyovochkin family corporate group, and is also the husband of Yulia Lyovochkina. Igor Vlasyuk is the founder of Borzhava Eset LLC, the ultimate beneficiary of which is Vingranovsky.

In August 2025, Bihus journalists reported that Sergey Lyovochkin was planning to build the Borzhava ski resort.

The investigation is being conducted under Part 2 of Article 364 of the Criminal Code of Ukraine “Abuse of Power or Official Position”. The sanction of the article provides for a penalty of imprisonment for a term of 3 to 6 years with deprivation of the right to hold certain positions or engage in certain activities.

In accordance with the legislation, the organization, control of the transparency of activities, and personal responsibility for the results of ARMA’s work are borne by the head of the agency.

We will remind that on Thursday, January 8, the Asset Management and Tracing Agency (ARMA) sold 460 hectares of land in the Borzhava Valley in the Transcarpathian region for 89.5 million hryvnias . The sale took place at practically minimum prices due to the auction format and lack of competition.
