Law on reducing powers limits work of anti-corruption bodies: SAP and NABU heads comment on meeting in OP

Klimenko informed President Volodymyr Zelensky that the law adopted on July 22 on reducing the powers of the SAP limits the work of anti-corruption agencies.

This is stated in a joint statement by NABU and SAP.

The heads of anti-corruption agencies conveyed their position to the head of state at a meeting on July 23.

“From now on, NABU and SAP are deprived of the guarantees that previously allowed them to effectively implement their tasks and functions in combating top corruption.

At the same time, NABU and SAP called on Ukraine’s international partners to continue supporting the state in the war against Russia, despite internal challenges.

The anti-corruption agencies stressed that the rule of law and compliance with the law remain constant values for their work and expect the same approach from other law enforcement agencies.

Let us recall that on July 22, the Verkhovna Rada voted for a bill that significantly limits the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) , effectively subordinating their activities to the Prosecutor General.

Subsequently, the heads of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office appealed to President Volodymyr Zelenskyy not to sign the bill , which, in their opinion, destroys the independence of these bodies.

However, President Volodymyr Zelensky signed a controversial law that significantly changes the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO), strengthening control by the Prosecutor General.

As reported, the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office have published an official statement regarding draft law No. 12414, which is being prepared for the second reading in the Verkhovna Rada. Anti-corruption agencies warn: the latest amendments to the document pose a serious threat to the independence of their activities.

In addition, in Kiev, Lviv, Dnipro, Odessa, Lutsk and Ivano- Frankivsk, mass protests took place against bill No. 12414, which, according to activists, threatens the independence of the anti-corruption institutions NABU and SAP.

By the way, the Verkhovna Rada plans to prepare a submission to the Constitutional Court of Ukraine with the aim of repealing Law No. 12414, which limits the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
