Lubinets reported a sharp increase in complaints about violations during mobilization.

The number of complaints to the Verkhovna Rada Commissioner for Human Rights regarding possible violations during mobilization has increased 333-fold since 2022.

Ombudsman Dmitry Lubinets announced this during a press conference, hromadske reports.

According to him, the problem is systemic, and the Ombudsman’s Office receives numerous complaints regarding possible illegal actions during mobilization events.

Lubinets cited several examples he said he recorded during monitoring visits. Specifically, he reported cases of people being detained without proper legal grounds in Zakarpattia, as well as a situation in which one man was held for nearly 50 days. He specifically mentioned the case of a veteran who, he said, was detained despite having the appropriate identification.

The ombudsman also reported an incident in Mykolaiv, where a man was allegedly held in a territorial recruitment center for 18 days and suffered broken ribs. He noted that the man’s documents contained inconsistent information regarding his fitness for service.

Another case, according to Lubinets, involved a man with severe chronic illnesses who was mobilized despite his diagnoses, yet was officially declared healthy. The ombudsman also reported a mobilized man with HIV who was assigned to duty despite medical restrictions.

Lubinets criticized the approach he called the “stick system” of mobilization, where the main emphasis is on meeting quantitative targets.

At the same time, he noted that the situation is gradually changing, and in 2026, a more active response from law enforcement agencies will be recorded, in particular, the opening of criminal proceedings by the State Bureau of Investigation, the Military Prosecutor’s Office, the Security Service of Ukraine (SBU), and the National Police.

As a reminder, the State Bureau of Investigation opened a criminal investigation after investigating information about possible violations of the rights of those mobilized at the Mykolaiv Regional TCC and SP.
