Lukoil plant on fire: SBU confirms strike on large refinery in Perm
The Security Service of Ukraine conducted a long-range special operation and struck the infrastructure of the Lukoil-Permnaftoorgsintez oil refinery in Perm, Russia. The enterprise is located more than 1,500 kilometers from the Ukrainian border and is among the largest refineries in Russia.

The special service noted that the operation was carried out to fulfill the tasks of Ukrainian President Volodymyr Zelensky to reduce the military-economic potential of the aggressor state.
According to preliminary data, a large-scale fire broke out on the territory of the enterprise after the drone strike. Previously, the primary oil refining unit, one of the plant’s key technological facilities, caught fire.
Lukoil-Permnaftoorgsintez processes almost 13 million tons of oil per year and is one of the largest oil refineries in the Russian Federation. The enterprise supplies fuel not only to the civilian sector, but also to the Russian army.
The SBU emphasized that the destruction of such facilities is of strategic importance, because they produce fuel for military equipment, aviation, and logistics of the occupation forces.
“The oil refining industry remains one of the main sources of revenue for the Russian budget, which finances the war against Ukraine,” the SBU noted.
The special service added that work to reduce Russia’s military-economic potential will continue.
As a reminder, on Wednesday, July 29, explosions were heard in Perm, Russia, during a drone attack. According to reports from Russian Telegram channels and OSINT analysts, the Lukoil-Permnefteorgsintez oil refinery and industrial facilities in the city were hit. A fire broke out on the refinery’s territory.
As reported, on the night of Wednesday, July 29, the Ukrainian Defense Forces struck a number of important Russian military and logistical facilities and in the temporarily occupied territories. Among the targets hit were the Ryazan oil refinery, a Russian Black Sea Fleet speedboat base in Crimea, a radar station in the Bryansk region, as well as warehouses, drone launch sites, and a bridge that the occupiers were using for military logistics.
