Luxury cars, an apartment and Bukovel: NABU exposed a scheme to steal money from the National Guard

NABU and SAPO have reported suspicions to eight participants in the scheme, who are suspected of embezzling over UAH 150 million allocated for purchases for the National Guard of Ukraine. According to the investigation, the largest part of the losses were caused during the purchase of a warehouse for storing food, which was resold to the state at an artificially inflated price. The suspects’ property has already been seized.

This was reported by the National Anti-Corruption Bureau of Ukraine, the Specialized Anti-Corruption Prosecutor’s Office, and the National Guard of Ukraine.

According to the investigation, suspicions were raised against three officials of the Main Directorate of the National State University, three representatives of private companies, and two appraisers.

According to NABU, in 2024, they planned to purchase a warehouse for storing food for the National Guard. Instead of buying it directly from the owner, the officials, according to the investigation, reached an agreement with entrepreneurs who first registered the facility as a controlled company and then sold it to the National Guard at a price that was overstated by more than UAH 143 million.

“To give the transaction the appearance of legality, appraisers were involved who, for a fee, falsified property valuation reports,” the NABU reported.

The investigation also uncovered another episode. According to law enforcement, the same entrepreneurs, together with officials, seized over UAH 7 million during the purchase of solar power plants and tires for military units.

NABU notes that after receiving illegal income, the suspects purchased expensive cars, land plots near Kyiv, a two-level apartment in the capital, and apartments in Bukovel. This property, as well as the seized 340,000 US dollars and almost 100,000 euros, have been seized.

The National Guard emphasized that after the first searches in 2025, all officials involved in the case were suspended from their duties, and the Ministry of Internal Affairs ordered an internal investigation.

“The National Guard of Ukraine consistently adheres to the principles of legality, openness, and zero tolerance for any manifestations of corruption,” the NGU said.

NABU reported that the investigation is ongoing. Detectives are establishing the possible involvement of other individuals in the scheme and verifying the facts of legalization of funds obtained through criminal means.

As a reminder, the former director of the Department of Military-Technical Policy, Armament Development and Military Equipment of the Ministry of Defense of Ukraine is suspected of involvement in the procurement of defective mortars for the Armed Forces of Ukraine in 2023.

As reported, in Transcarpathia, law enforcement officers uncovered a scheme to embezzle budget funds that were allocated for people with disabilities and military personnel who lost limbs in the war.
