Martynenko appointed deputy commander-in-chief: what is known about him

Colonel Artem Martynenko, one of the developers and chief architect of the DELTA combat system, has been appointed Deputy Commander-in-Chief of the Armed Forces of Ukraine. He will be responsible for digital transformation and innovation.
This was reported by the General Staff of the Armed Forces of Ukraine.
According to the official announcement, Martynenko was appointed to the position by order of the Minister of Defense of Ukraine for Personnel dated September 1, 2026 .
Martynenko is an IT specialist. Back in 2015, while studying at the Military Institute of Telecommunications and Informatization, he joined a development team that worked on the project that later became the DELTA system.
Martynenko is currently the chief architect and manager of DELTA, the Ukrainian real-time battlefield management system used by the Defense Forces for data exchange, situational awareness, and coordination of operations.
In his new position, he will be responsible for digital transformation and innovation in the Armed Forces of Ukraine.
As a reminder, Drapatiy previously dismissed Deputy for Technology Development Andriy Lebedenko . Along with personnel changes in the General Staff, the Central Department of Innovation Activities of the Armed Forces of Ukraine was disbanded.
