Mentions of offshore companies and business with Russians during the war found in “Mindich’s tapes”: investigation

MP Yaroslav Zheleznyak announced new details in the case of the so-called “Mindich tapes”, which may indicate Timur Mindich’s ties to Russian business during the full-scale war. According to the MP, these include offshore structures, an artificial diamond laboratory, and the possible continuation of cooperation with the Russian businessman until at least July 2025.

Artificial diamond business
The investigation focused on the artificial diamond laboratory “Alkor-D”, which operated on the basis of the Kyiv plant “Izumrud”. According to Zheleznyak, the formal owner of the company was the offshore Forward Power Investments from the Seychelles.
The People’s Deputy claims that this structure concealed the real beneficiaries of the business.
“Then we could not identify the offshore owners because the registers were closed. But the new decryptions gave us the answer,” said Yaroslav Zheleznyak.
According to him, new fragments of conversations between Timur Mindich and Victoria Dedishcheva made it possible to establish the possible involvement of Russian businessman Teimuraz Khikhinashvili in this structure.
What do the new “Mindich tapes” contain?
According to Zheleznyak, one of the recordings discusses the preparation of the Alkor-D company for bankruptcy and the issue of removing non-residents from the corporate structure.
“We have already turned over almost everything there and prepared for bankruptcy… We need to resolve the issue of non-residents… Forward and Finrod – they are part of the agreement with Khikhinashvili,” the fragment of the conversation, published by the people’s deputy, says.
According to Zheleznyak, it is of particular interest that the issue of the Russian businessman’s exit from the offshore structure allegedly began to be resolved only in July 2025.
Relations with Russian business
The People’s Deputy stated that his team had previously also discovered the New Diamond Technology company in Russia, which was engaged in the cultivation of artificial diamonds.
According to Zheleznyak, the ownership structure of this company allegedly indicated a joint business between Timur Mindich and Teimuraz Khikhinashvili.
He claims that the Russian company, through the Luxembourg offshore Mineral Asset Corporation, belonged to them 50:50.
The deputy also stated that according to official registers, Mindich left this structure only in December 2024.
Personal contacts and SBU reaction
The investigation also mentions personal contacts between the families. According to Zheleznyak, in 2023, Mindich’s sister’s husband flew from Warsaw to Tel Aviv with Teimuraz Khikhinashvili.
The People’s Deputy considers this to be additional evidence of the maintenance of contacts between the parties.
“It seems that Mindich was not at all bothered that he was sharing a business in Kyiv with a businessman from an aggressor country, even when all of Ukraine was under constant shelling,” said Yaroslav Zheleznyak.
He also reported that his team had transferred the investigation materials to the Security Service of Ukraine.
“I hope the SBU will add this to the materials of our preliminary investigation. And, perhaps, at least here they will have questions,” the people’s deputy said.
Zheleznyak also emphasized that if the published facts are confirmed, this could indicate a possible violation of legislation regarding economic cooperation with an aggressor country.
As is known, “Ukrainska Pravda” published the second part of the transcripts of the so-called “Mindich tapes”, which talk about the possible influence of people close to the Office of the President on the state-owned “Sens Bank” and the chemical enterprise “Karpatneftekhim” . In parallel, People’s Deputy Yaroslav Zheleznyak published new audio recordings of conversations between businessman Timur Mindich and former Defense Minister Rustem Umerov, in which personnel appointments in the government and the diplomatic corps are discussed.
As a reminder, Ukrainska Pravda has published a new part of audio recordings that, according to journalists, were made by NABU as part of the Midas case. These are conversations recorded in the summer of 2025 in the apartment of businessman Timur Mindich, who is called a defendant in the energy corruption case.
