Military personnel are promised new pension rules: what will change?
The Verkhovna Rada is preparing changes to the rules for assigning long-service pensions to military personnel. The MPs propose expanding the circle of military personnel who will be able to receive such a pension even during martial law.

This is bill No. 14309, which provides for amendments to the law on pension provision for persons discharged from military service. The initiative was registered by Oleksiy Honcharenko, a member of parliament from the European Solidarity party.
The document proposes to credit preferential seniority to a wider range of military personnel, as well as allow those who are formally entitled to it to receive a pension but cannot retire due to martial law.
If the law is passed, the right to a pension based on years of service will be granted to military personnel who met the requirements of Law No. 2262 but were unable to receive a pension due to Russia’s full-scale aggression. Also, after the end of martial law, it is planned to restore the right to a pension to those who had 20 years of service or more at the time of their discharge. Separately, the bill expands the list of persons who will be credited with preferential service for determining the amount of payments.
In the explanatory note, the authors note that the initiative should solve the problems of pension provision for active military personnel and persons who were in captivity.
Currently, in Ukraine, a long-service pension is awarded to military personnel after 25 years of service. For certain categories, in particular, pilots and submariners, 20 years is sufficient. Also, military personnel who have reached the age of 45 and have 25 years of total service, of which at least 12.5 years are service, are entitled to a pension.
The amount of the pension depends on the financial support for the last 24 months of service. For 25 years of service, military personnel receive 50% of the payments with an increase of 3% for each additional year, but not more than 70%. In the case of dismissal for health reasons, the pension is 55% with further increases. One month of participation in combat operations is counted as three months of service.
It was previously reported that Ukraine plans to change the approach to assessing the health of conscripts.
