Military personnel restricted from accessing gambling and gambling establishments

The Cabinet of Ministers of Ukraine has introduced an automated system to restrict military personnel’s access to gambling establishments and games of chance for the period of martial law. Servicemen included in the State Register of Military Personnel will not be able to participate in gambling both offline and online.
This is stated in Resolution No. 804 .
The Cabinet of Ministers adopted Resolution No. 804 of June 17, 2026, which approved the Procedure for Restricting Military Personnel from Visiting Gambling Establishments and Participating in Gambling. The decision was adopted in implementation of the Law of Ukraine “On State Regulation of Activities Concerning the Organization and Conduct of Gambling” and will be in effect throughout the entire period of martial law.
The document provides for the creation of a separate digital mechanism to control access to gambling for military personnel included in the State Register of Military Personnel. The same restrictions will apply to them as to persons included in the register of persons with limited access to gambling.
During each attempt to participate in a game of chance , the system will automatically check the player’s data . The check will be carried out by last name, first name, patronymic and registration number of the taxpayer’s registration card through the interaction of the Register of Persons with Limited Access with the State Register of Military Personnel.
If it is confirmed that a person is a military serviceman, he will not be allowed to participate in gambling or visit a gambling establishment . Interaction between state registers will be carried out through the Trembita electronic interaction system , and all requests will be signed with a qualified electronic signature.
After each request from a gambling organizer, the Ministry of Defense will automatically send the serviceman a message indicating the date, time, and name of the organizer who initiated the check.
The results of the checks will not be stored in the registers after they are processed and will be automatically deleted. Only the query logs will be recorded.
The resolution also provides for a technical exception . If there is no information interaction between state registers or the response time is exceeded, the system will automatically assume that there is no restriction and will allow the person to participate in gambling.
