The Ministry of Defense of Ukraine has developed a draft resolution of the Cabinet of Ministers of Ukraine, which provides for the procedure and amount of monetary rewards for military personnel for the implementation and use of their innovative developments.
This was reported by the press service of the defense ministry.
The proposed mechanism should become a tool for fair assessment of the achievements of military inventors, as well as an incentive for further research and creative search for solutions in the defense sector.
“In conditions of war and technological competition with the enemy, we must not only quickly create innovative solutions for the front, but also protect them. That is why the Ministry of Defense is developing a system for protecting intellectual property rights,” said Deputy Minister of Defense of Ukraine Valeriy Churkin.
According to him, it is not only about the legal registration of rights, but also about forming a culture of respect for intellectual products in the defense sector.
In order to create a modern and effective system for managing intellectual property rights, a specialized Intellectual Property Office was created within the Ministry of Defense.
In addition, the Ministry of Defense initiated two draft laws that have already been supported by the Verkhovna Rada of Ukraine in the first reading. These documents provide for amendments to the Civil Code of Ukraine regarding the distribution of intellectual property rights to objects created by military personnel, and also regulate legal relations related to the creation and use of intellectual property rights in the defense sector.
It is expected that the proposed changes will become the basis for building a holistic intellectual property management system in the defense department, in which promising developments created with state budget funds will belong to the state, and their authors will receive fair remuneration.
As a reminder, in Ukraine , volunteers will be allowed to shoot down enemy drones . The Cabinet of Ministers has approved the corresponding proposal of the Ministry of Defense.
As reported, in mid-May 2025 , a successful test of a ballistic missile for the Armed Forces of Ukraine took place – it covered almost 300 kilometers and destroyed a Russian command post . After successful use, the missile is planned to be launched into series production.
