Million-dollar estate and NABU searches: what is known about Judge Dashutin
The head of the Supreme Court’s Cassation Administrative Court, Ihor Dashutin, has been in the spotlight after searches by the NABU and SAPO as part of Operation Themis. His name is also mentioned in the case of the alleged influence of the Office of the President on the judiciary.

Journalists recorded that the judge regularly came to the cottage town in a leased Volkswagen Arteon. His wife used a 2024 Audi Q8, which Dashutin’s mother purchased.
After the investigation, the DEJURE Foundation filed a complaint with the High Council of Justice. The HJC did not open a disciplinary case, citing the fact that the NACP had not yet completed monitoring the judge’s lifestyle.
Dashutin has also come to the attention of civil society organizations through a number of court decisions. In particular, he was the rapporteur in a case after which information from the declarations of family ties and integrity of judges was declared confidential.
In August 2026, NABU detectives and SAPO prosecutors came to Dashutin with searches as part of Operation Themis. It was a continuation of the Forrest Gump case, during which anti-corruption authorities are investigating possible influence on the judicial system.

The issue was, in particular, about possible influence on the decision of the Supreme Court.
As reported, Olesya Radyshevska, the chairwoman of the Supreme Court’s panel of judges in the Administrative Court of Cassation, believes that the sanctions against Poroshenko are illegal and should be lifted . She presented her arguments in a separate opinion to the court’s decision, which rejected the fifth President’s lawsuit by three votes.
In addition, the lawyer for the fifth President of Ukraine, Petro Poroshenko, Ilya Novikov, stated that the Security Service of Ukraine exerted pressure on the judges of the Supreme Court during the consideration of the case regarding the appeal of sanctions against his client.
