Milovanov’s charitable foundation pays millions to Zelensky’s sanctions adviser Vlasyuk.
The Kyiv School of Economics charitable foundation, headed by Timofey Mylovanov, is paying millions of hryvnias to Vladislav Vlasyuk, the president’s commissioner for sanctions policy.
Journalists from the Glavkom publication learned about this.
For example, for 2025, Vlasyuk reported UAH 2.84 million in royalties from the aforementioned foundation. The declaration states that Vlasyuk is engaged in scientific research at the Kyiv School of Economics charitable foundation. Glavkom tried to clarify with Vlasyuk himself what exactly he researched and why he received such a substantial sum of royalties, but he remained silent.
Vladislav Vlasyuk has been receiving payments from the aforementioned fund, where Timofey Mylovanov is considered the president, on a regular basis since 2022. From 2022 to 2025, the official managed to earn 5.05 million hryvnias.
As a reminder, a year ago, Tymofiy Mylovanov’s charitable foundation was embroiled in scandal. It was revealed that Ukrposhta was automatically deducting 1 hryvnia from each parcel as a charitable contribution to the Kyiv School of Economics charitable foundation for the needs of the Armed Forces of Ukraine. At the time, Mylovanov insisted that all donations were “radically transparent.” And already in early March 2026, police opened a criminal investigation into possible abuse of office by Mylovanov and Ukrposhta CEO Ihor Smilyanskyi. The investigation is ongoing.
