Mindich’s defective bulletproof vests: court recovers tens of millions of hryvnias from supplier

The Kyiv Commercial Court has decided to collect more than 97 million hryvnia in fines from the company “MILIKON UA” for supplying low-quality bulletproof vests under a state contract.
This is reported by the Anti-Corruption Center.
This is a contract worth 217 million hryvnias, concluded in February 2025 to provide the Ukrainian military with protective equipment. Despite the fact that the products were delivered on time, they did not pass quality checks.
According to information released after the court decision, serious deficiencies were discovered in the bulletproof vests during acceptance testing.
In particular, the products used Chinese-made armor plates that did not meet the necessary protection requirements. Sewing defects were also recorded.
Because of this, the responsible officials refused to sign the acceptance certificates of the goods, and the contract was subsequently terminated.
The Anti-Corruption Center said that this story demonstrates the problems that can arise during defense procurement.
“The scheme is as cynical as possible: sign a contract for 217 million, bring crookedly stitched bulletproof vests with Chinese plates that are shot through in the very first tests, and then try to push this defect into the army,” said Vitaliy Shabunin, chairman of the board of the Central Military Commission.
According to him, after the change in the leadership of the Ministry of Defense, the controversial contract was finally terminated.
Particular attention in this case was drawn to a published conversation, which, according to the investigation, concerns businessman Timur Mindich and then-Defense Minister Rustem Umerov. It discussed the issue of accepting bulletproof vests that failed quality control.
At the same time, the court was not considering criminal proceedings, but the issue of the supplier’s financial liability for failure to fulfill the terms of a state contract.
As a result, the court fully satisfied the claim and ordered the company to pay 97.43 million hryvnia in penalties to the budget for supplying products that did not meet the established requirements.
