The Verkhovna Rada has adopted a bill that should ensure stable communication and the development of digital infrastructure in Ukraine. The document will make mobile Internet faster and its quality transparent for every user.

This was reported by the Ministry of Digital Transformation of Ukraine.

“The Parliament supported important bill No. 12094, which will help develop digital infrastructure and guarantee uninterrupted communication for all Ukrainians,” the Ministry of Digital Affairs noted.

From now on, internet speed will become an official indicator of connection quality. Fixed standards in megabits per second will be set for it, which mobile operators must adhere to.

In addition, Ukrainians will be able to independently check the quality of their mobile Internet via a special application or smartphone. The data obtained will be automatically transmitted to the National Commission for State Regulation of Electronic Communications (NCEC) for analysis and response.

“This will allow us to quickly identify problem areas of the network and promptly eliminate them. We will report on the details of the new monitoring system separately,” the ministry specified.

The law also lifts the moratorium on inspections of mobile operators’ compliance with license conditions. This will encourage companies to more actively develop infrastructure in rural areas and reduce the number of “dead zones” without coverage.

In addition, the document provides for the continuation of national roaming even after the end of martial law. This means that Ukrainians will still be able to use another operator’s network in case of signal problems or emergencies.

“We hope that the President will sign the law in the near future. We are working to ensure that every Ukrainian has a stable connection and high-quality Internet even in the most remote corners of the country,” the Ministry of Digital Affairs concluded.

As a reminder, Ukrainian telecom operators are preparing for the winter, when mass power outages are possible. They are installing generators, upgrading networks, and stocking up on batteries so that base stations can operate autonomously for up to three days.
