Mobilization in Ukraine: Khmara announced the preparation of a comprehensive solution

Ukraine is preparing a comprehensive decision on mobilization, which will take into account the situation in the army, conditions of service, training of fighters, and the needs of the army.

This was stated by the newly appointed Minister of Defense Yevheniy Khmara during a speech in the Verkhovna Rada.

According to him, before determining the further mobilization plan, it is necessary to resolve a number of issues within the army. These include the attitude towards the military, the conditions of service and combat operations, as well as the recruitment and training of personnel.

“A comprehensive decision must be made on mobilization. And the first important component is the situation in the army, decent treatment of soldiers, conditions of service and combat operations. These are methods of recruiting personnel, equipping, training, providing them with weapons, and restoring them,” Khmara said.

The minister explained that after that, it will be possible to move directly to the mobilization plan. It will depend on the general vision of the further course of the war.

The Ministry of Defense is currently working on these issues together with the Commander-in-Chief of the Armed Forces of Ukraine and the General Staff. After that, the relevant proposals will be presented to President Volodymyr Zelensky.

Separately, Khmara stressed that preserving the lives and health of military personnel should remain one of the top priorities. According to him, Ukraine should more actively use technology to give fighters an advantage on the battlefield and reduce risks for them.

The minister also said that he plans to communicate directly with the military, commanders, and the wounded. In his opinion, the motivation of soldiers depends on respect for them, high-quality training, and clear and fair service rules.

Khmara called the development of the Ukrainian defense-industrial complex another priority. The Ministry of Defense plans to increase weapons production, since its own defense industry must meet the needs of the army now and remain the basis of Ukraine’s security after the war.

As a reminder, the Verkhovna Rada supported the appointment of Yevheniy Khmara to the position of Minister of Defense of Ukraine.
