Mobilization in Ukraine: who will receive a deferment in the fall

Martial law and general mobilization have been extended in Ukraine. This means that men between the ages of 25 and 60 can be drafted into the army. At the same time, the law provides for exceptions – there are categories that receive a deferral or are not subject to mobilization at all.

The right to deferment or exemption from conscription is determined by Article 23 of the Law of Ukraine “On Mobilization Training and Mobilization”, reports Channel 24 .

Who will not be mobilized in the fall:

• workers reserved by the state or critical infrastructure;
• persons with disabilities or those who are recognized as unfit by the conclusion of the VLK;
• parents of three or more minor children;
• citizens caring for sick parents;
• students;
• people’s deputies;
• Ukrainians whose loved ones died or went missing during the war.

These are the main categories, but the law also contains other exceptions.

Reservation from mobilization

Next year, enterprises will be able to reserve their employees from mobilization if their salary is from UAH 21,617.5. The Ministry of Defense will determine which companies of the defense-industrial complex are critically important. Such enterprises will have the right to reserve all military-liable employees and use preferential lending.

At the same time, sole proprietors will not receive an automatic deferral simply because they are doing business. They will be able to claim it if their activities are deemed critical to the economy or defense.

As a reminder, it was previously reported that Ukraine is considering a new basis for deferral . It can be granted to those who have sheltered at least two displaced persons free of charge.

The Ukrainian government also approved a resolution granting the right to print military summonses to regional and Kyiv city CCCs . Previously, only the Ministry of Defense and strategic state-owned enterprises could do this, now the procedure will become faster and automated.

At the same time, from September 1, 2025, all CCC and SP alert groups must work with body cameras . This decision was made to increase transparency, protect citizens’ rights, and reduce conflicts during mobilization.
