Mobilization under control: CCC introduces mandatory body cameras for employees

From September 1, 2025, all alert groups of territorial recruitment and social support centers (TCC and SP) are required to use body cameras while performing official tasks. The decision is aimed at ensuring transparency, protecting citizens’ rights, and minimizing conflicts during the mobilization process.

The Ministry of Defense of Ukraine is taking a significant step towards transparency in mobilization processes. As Deputy Minister of Defense Lieutenant General Yevhen Moysiuk reported, starting September 1, all CCK and SP alert groups will be required to use body cameras that will record their work in continuous recording mode.
This requirement is enshrined in a special order from the Minister of Defense. The goal of the initiative is to make the work of the CCC as transparent as possible, prevent abuse, and ensure the protection of both conscripts and center employees from possible false accusations.
Ukrainian legislation already provides for the right of representatives of the CCC and police officers to take photos and videos during document checks and serving summonses. To clearly regulate this process, the Ministry of Defense adopted an Instruction (Order No. 532 of 06.08.2024), which defines uniform standards for working with body cameras.
According to it:
- recording should start automatically when the group starts and continue continuously;
- the CCC representative is obliged to inform citizens about the video recording;
- It is forbidden to delete or modify recordings, turn off the camera, or transfer the video to third parties.
All records will be controlled by responsible persons in the CCC, and only managers will have access to them. Violations of the rules will be subject to disciplinary action – from reprimand to demotion, and in case of serious abuse – the transfer of materials to law enforcement agencies.
Currently, 85% of the CCCs are equipped with body cameras. At the same time, there are problems with the lack of unified equipment and limited resources for storing video data. To this end, the Ministry of Defense is creating a new information and telecommunications system (ICS).
The system provides for:
- purchase of unified devices;
- centralized secure data storage;
- using software for rapid analysis of recordings.
After the alert groups have finished their work, the recordings will be automatically uploaded to the server, where they will be stored for at least 30 days. In cases of investigations or legal proceedings, the storage period will be extended. The ICS will be administered by the Military Law Enforcement Service of the Armed Forces of Ukraine.
The recording of actions on body cameras is designed to discipline all parties to the process. For citizens, this will become an additional guarantee of protecting rights and preventing possible violations, and for CCC employees, a mechanism for protecting against provocations and unfounded accusations.
The Ministry of Defense emphasizes that the introduction of body cameras is not only a technical innovation, but also an important step in strengthening public trust in state institutions in wartime conditions.
Let us recall that on Friday, August 22, an incident occurred in Vinnytsia between law enforcement officers and hundreds of people who were protecting a man who is wanted by the Criminal Investigation Department.
Earlier, in the village of Novi Chervyshcha, Kamin-Kashyr district, Volyn region , a conflict arose between local residents and representatives of the Territorial Center for Recruiting and Social Support (TCS) during the verification of military registration documents.
By the way, on the evening of August 14 in Kharkiv, during mobilization events , a man attacked a law enforcement officer and employees of the territorial procurement center.
