In the Bilhorod-Dnistrovskyi district CCC and SP in the Odessa region, inadequate conditions were discovered for mobilized people. People are forced to sleep in basements on concrete floors and old beds without mattresses, and metal bars are installed on the doors of the premises.

This was reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets on Facebook.

According to him, representatives of the Ombudsman’s Office recorded numerous violations during the monitoring visit. In particular, mobilized people are kept in basements, where they sleep on old beds, some of which do not have mattresses, or directly on the concrete floor. Instead of proper bedding, people use old sheets.

In addition, the inspection revealed an unsatisfactory sanitary condition of the toilets. The CCC workers plugged the holes in the walls near the ventilation structures with ordinary pillows.

Lubinets drew special attention to the metal bars on the doors of the premises where the mobilized people are kept. In his opinion, this may indicate restrictions on people’s freedom and requires additional verification.

Violations were also discovered in the barracks of the security company. There, servicemen live in cramped rooms with bunk beds and use cardboard boxes instead of bedside tables.

On the territory of the Trade Center, representatives of the Ombudsman found alcohol in plastic containers. At the same time, helmets and body armor, on which the safety of the military depends, were stored in an open garage without doors among old furniture and other things.

Lubinets emphasized that mobilization does not deprive people of the right to decent treatment and proper living conditions.

Based on the results of the inspection, the Ombudsman prepares response acts to eliminate violations and verify the actions of responsible officials.

In addition, he called for a radical change in approaches to mobilization and stated that he expects real systemic solutions from the Commander-in-Chief of the Armed Forces of Ukraine.
