Montenegro will introduce a visa regime for citizens of Russia and a number of other countries from November 1, 2026. Until the end of October, Russians will still be able to enter the country without a visa and stay there for up to 30 days.

This was reported by the country’s Foreign Ministry.

In addition to citizens of the Russian Federation, the new rules will apply to citizens of Belarus, China, Saudi Arabia, and Turkey.

At the same time, the Montenegrin government will also change the procedure for submitting visa applications. Citizens of countries that require a visa will no longer be required to submit documents exclusively through diplomatic and consular missions of Montenegro.

The government explained that this decision will allow the country to fully align its visa policy with European Union rules. Thus, Montenegro meets one of the criteria for closing the negotiating chapter 24 “Justice, Freedom and Security” within the framework of EU accession.

It was previously reported that Ukraine is pushing for a ban on entry into the European Union for Russians who participated in the war against Ukraine, as well as their family members. Kyiv is already seeing some progress in restricting the movement of Russian citizens and is preparing additional proposals to strengthen such measures.
