Montenegro has introduced a visa regime for citizens of 5 countries, including Russia and Belarus, from November 1, 2026. The decision was made to harmonize the country’s visa policy with European Union rules.

This was reported by the government of Montenegro.

The new requirements also apply to citizens of China, Saudi Arabia, and Turkey, which previously enjoyed visa-free travel.

However, exceptions are provided for holders of valid Schengen, American, British or Irish visas, as well as residence permits. Citizens holding one of these documents will be able to stay in Montenegro for up to 30 days.

The government has also changed the visa application procedure. Applicants from visa-required countries are no longer required to apply exclusively through Montenegrin diplomatic and consular missions.

The government stated that the adopted changes allowed the country’s visa policy to be fully aligned with that of the European Union.

It was previously reported that Ukraine is pushing for a ban on entry into the European Union for Russians who participated in the war against Ukraine, as well as their family members. Kyiv is already seeing some progress in restricting the movement of Russian citizens and is preparing additional proposals to strengthen such measures.
