More than half of Ukrainian pensioners receive less than five thousand hryvnias, according to the Pension Fund of Ukraine.

More than half of Ukrainian pensioners receive monthly payments of up to 5,000 hryvnias, while only 15% of citizens receive pensions of more than 10,000 hryvnias.

This is evidenced by data from the Pension Fund of Ukraine (PFU) as of October 1, 2025.

Distribution of pensions by size:

  • up to 3,000 UAH – 3.7% (373,261 people), average pension – 2,286 UAH;

  • from 3001 to 4000 UAH – 31.6% (3,220,307 people), average – 3,342 UAH;

  • from 4001 to 5000 UAH – 20.5% (2,099,212 people), average – 4,510 UAH;

  • from 5001 to 10,000 UAH – 29.1% (2,972,167 people), average – 6,861 UAH;

  • over 10,000 UAH – 15% (1,534,695 people), average – 15,752 UAH.

The average pension in Ukraine was UAH 6,436.79, which is UAH 647.74 (11.2%) more than at the beginning of the year.

At the same time, the number of pensioners has decreased – since the beginning of 2025, their number has decreased by 143,988 people, and as of October, there are 10,199,642 pensioners in Ukraine.

It was previously reported that Ukraine plans to increase the minimum pension in 2026 from UAH 2,361 to UAH 2,595. However, analysts acknowledge that even after the increase, this amount will remain several times lower than the actual subsistence minimum, which currently stands at over UAH 7,000 for pensioners.

As a reminder, the government assures that raising the retirement age is not currently under consideration . However, some pension changes are still planned.
