Russia has stated that it is allegedly ready to return to the negotiation process with Ukraine at the Istanbul venue. However, according to Russian diplomats, Kyiv has not yet provided an official response to this initiative.

This is reported by Russian media.

The Russian Foreign Ministry stressed that Moscow’s position appears to have not changed: negotiations can take place at any time if Ukraine shows “political will.” The diplomat emphasized that Turkey, as before, is ready to act as a mediator and provide a platform for meetings.

According to a representative of the Russian department, the proposal to resume dialogue remains valid, and Moscow is ready to begin discussions without delay as soon as it receives a signal from Kyiv.

The Russian side also recalled that during previous rounds of negotiations, Moscow had submitted its proposals to the Ukrainian delegation on the organization of the process. In particular, it was about creating three working groups that could communicate online. However, according to them, Ukraine did not provide a positive response.

Despite this, the Kremlin continues to consider Istanbul a convenient and “neutral” place for a potential dialogue. At the same time, Russian diplomats emphasize that the further fate of the negotiations depends solely on the decision of the Ukrainian leadership.

Recall that previous negotiations between Ukraine and Russia, mediated by Turkey, took place in Istanbul in the spring of 2022. After several meetings, contacts were suspended, but Ankara has repeatedly stated its readiness to help resume the process.

As reported, Russian President Vladimir Putin, despite significant losses of his troops and economic problems within the country, remains determined to continue the war against Ukraine and maintain control over the captured territories.

By the way, the expected talks between US Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov , which were supposed to take place in late October, have been postponed indefinitely.
