Russia’s statement of intent to attack in the Kharkiv region indicates that Moscow has not abandoned its territorial claims to Ukrainian lands.

As the Institute for the Study of War (ISW) reports in a report dated September 23, this statement directly contradicts previously voiced Russian claims that its interests are limited to the Luhansk, Donetsk, Zaporizhia, and Kherson regions.

ISW analysts suggest that the Russian Ministry of Defense made this statement regarding the Kharkiv region to justify losses during attempts to capture Kupyansk.

“The Russian Defense Ministry rarely voices its operational intentions as openly as in the statement on September 23. This was probably done for the purpose of informational influence,” the report says.

At the same time, there is currently no confirmation that Russian troops have partially surrounded Ukrainian units in the Kupyansk area.

As a reminder, the Defense Forces are conducting counteroffensive actions on the front in the Donetsk region – Pokrovsky and Dobropol directions.

As reported, President of Ukraine Volodymyr Zelenskyy announced that the Armed Forces of Ukraine have thwarted a Russian offensive operation in the Pokrovska and Dobropillya areas . Ukrainian units inflicted significant losses on the occupiers and deprived the enemy of the opportunity to launch a full-fledged offensive in this direction.
