Almost half of Ukrainians support the creation of a coalition of national unity and a Government of National Salvation. If the goal of such a union is to ensure joint responsibility of the authorities and the opposition for key decisions during the war, 66% of citizens have a positive attitude towards it.
Thisisevidenced bythe resultsof a surveyby the KyivInternationalInstituteof Sociology(KIIS),conducted on September12-21,2026,commissionedbythe publicorganization “Forum”.
Accordingtothe study,48%of respondentspositivelyperceivethe ideaof creatinga coalitionof nationalunityanda Governmentof NationalSalvation.11% of respondents expresseda negativeattitude,the resthavea neutralpositionor are undecided.
The attitudetowardssuchan initiativeisalmostindependentofthe levelof trustinPresidentVolodymyrZelensky.Amongthosewhofullytrustthe headof state,47%supportthe creationof a coalition , andamongthosewhorather trust it,45%.13%and9%,respectively , havea negative attitude towardsthisidea .
At the same time,supportfor the unionincreasesifitsgoalisnotthe distributionof positions,butjointresponsibilityof the governmentandthe oppositionforkeydecisionsduringthewar.Inthisscenario , 66% of respondents expresseda positiveattitude, while 7%expressed a negative one.
Most ofthe president’ssupportersandopponentsalsosupportthe creationof a coalitiononthe condition thatthe governmentand the opposition share jointresponsibility.
ExecutiveDirectorof KIISAntonHrushetskynotedthatinUkraine,there isgenerallya positiveattitudetowardsthe idea ofa broadcoalitionof patrioticforces,whichcouldcontribute tomore coordinatedandeffectiveworkduringthewar.
At the same time,hesaid,the specificconditionsfor creatingsucha coalitioncouldchangeattitudestowardit.In particular,the composition of the coalitionmembersandthe candidacyof the prime ministerwill beimportant .
Hrushetskyalsorecalledthe results of a February2024KIISsurvey,whenrespondentswere askedaboutthe factors behindUkraine’ssuccessinthe war.At that time,cooperationbetweenthe governmentandthe oppositionandthe creation ofa broadcoalitionof patrioticforceswere consideredimportant by 22%of respondents.Thisoptiontookfifthplaceamongthe nineproposedanswers.
According totheexecutivedirectorof KIIS,societyis interestedinstepstowardsunity,butUkrainiansmustunderstandwhatpracticalresultsthe creationof a broad coalition will bringforthe country.
Howthe surveywas conducted
KIISsurveyed1,002adultcitizensof Ukrainewhowere livingingovernment-controlledterritoryat thetime ofthe study . The surveywas conductedthroughtelephoneinterviewsbasedona randomsampleof mobile phonenumbers.
Undernormalcircumstances,the statisticalerrorforindicatorscloseto50%did notexceed4.1%.Theinstitutenotedthatinwartimeconditions , a certainsystematic deviation maybe addedtothe formalerror.
