Most Ukrainians want an independent competition for the position of Prosecutor General – KIIS

The majority of Ukrainians surveyed support holding an independent competition for the position of Prosecutor General with the participation of foreign experts. This position was expressed by 69% of respondents.
This is evidenced by the results of a survey by the Kyiv International Institute of Sociology.
At the same time, 25% of respondents do not support this format for selecting the Prosecutor General, and another 6% have not decided on their position.
The KIIS survey was conducted from September 12 to 21, 2026, using telephone interviews. 1,002 adult citizens of Ukraine who, at the time of the survey, lived in the territory controlled by the Ukrainian government, participated in it.
The sample did not include residents of temporarily occupied territories, as well as citizens who left abroad after February 24, 2022.
The question of the procedure for appointing the Prosecutor General was raised against the backdrop of a change in the leadership of the Prosecutor General’s Office.

On September 14, President Volodymyr Zelenskyy removed Ruslan Kravchenko from the position of Prosecutor General.
We will remind, before that Kravchenko stated that he signed a notice of suspicion to the Director of NABU, Semen Kryvonos . Subsequently, the Prosecutor General’s Office denied the information about the delivery of such a notice of suspicion.
Also on September 14, it became known that Kravchenko had gone abroad . He himself explained this by saying that he was on a business trip.
On September 21, it was reported that the former Prosecutor General did not return to the Prosecutor General’s Office after completing his business trip . The official end date was September 18.
