Mykhailo Bondar, a member of parliament from the European Solidarity faction, filed a criminal complaint with the Security Service of Ukraine regarding public statements made by fugitive independent MP Artem Dmytruk, who was elected in 2019 from the Servant of the People party.

Mykhailo Bondar also calls on Verkhovna Rada Speaker Ruslan Stefanchuk to strip Dmytruk of his parliamentary mandate. Bondar believes Dmytruk’s statements contain signs of treason.

“On October 7-8, 2026, Ukrainian MP Artem Dmytruk (currently outside Ukraine and on the international wanted list) publicly disseminated statements on his Telegram channel that played into Russian propaganda and discredited the Ukrainian government. Specifically, Dmytruk published a birthday greeting addressed to Russian President Vladimir Putin, calling the war criminal “the leader of the country on which Ukraine’s life depends” and wishing him “wisdom and fortitude.” Furthermore, in his messages, the MP called for “stopping groveling before the West,” for direct dialogue with Moscow and Minsk, and asserted that Ukraine and Russia “are supposedly doomed to live together,” the statement reads.

“It’s particularly cynical that after Russia’s bloody missile strike on a residential building in Pryluky, which killed civilians and children, A. Dmytruk publicly absolved the aggressor country of responsibility and shifted the blame to the ‘criminal Zelenskyy regime,’ which directly echoes Kremlin narratives and justifies his actions. Such actions by a Ukrainian MP, under martial law, constitute informational assistance to an aggressor state aimed at undermining Ukraine’s defense capability and constitute criminal offenses under Article 111 of the Criminal Code of Ukraine (High Treason) and Article 436-2 of the Criminal Code of Ukraine (Justification, recognition of legitimacy, and denial of armed aggression by the Russian Federation against Ukraine),” the MP writes.

He appeals to the Security Service of Ukraine (SBU) with a request to enter the relevant information into the Unified Register of Pre-Trial Investigations (URPTI) and initiate a pre-trial investigation; to verify the facts presented to determine whether Dmytruk has committed the offenses stipulated by Articles 111 and 436-2 of the Criminal Code of Ukraine.

“Regarding the fugitive Servant of the People MP (now independent), Dmytro, who is currently outside of Ukraine and is on the international wanted list, congratulated Russian dictator Putin on his birthday and called for dialogue between Russia and Belarus, he has already contacted the Security Service of Ukraine (SBU). I am also appealing to Speaker of the Verkhovna Rada Stefanchuk regarding stripping Dmytro of his parliamentary mandate,” Mykhailo Bondar wrote on Facebook .

As a reminder, People’s Deputy Artem Dmitruk, elected to the Verkhovna Rada from the Servant of the People party and now independent, congratulated Russian President Vladimir Putin on his birthday. In his address, he also called on Ukraine to engage in direct dialogue with Russia and Belarus.
