NATO allies are considering a new €70 billion support package for Ukraine.

NATO member states are discussing a new initiative proposed by Germany that would create a mechanism to increase transparency and control over funding for aid to Ukraine.

Politico reports this, citing its own sources in NATO diplomatic circles.

The issue of continued support for Ukraine will be a key issue at the NATO summit, scheduled for July 7-8. According to an Alliance spokesperson, allies continue to seek mechanisms to maintain strong support for Kyiv and more equitably distribute the financial burden among member states.

After NATO countries rejected Secretary-General Mark Rutte’s proposal to allocate 0.25% of each country’s GDP to aid Ukraine, the allies’ attention shifted to the German option. However, diplomats note that negotiations are only in the initial stages.

It is expected that the meeting of NATO defense ministers, which will take place in the near future, could provide additional impetus for reaching agreements.

According to the scheme being discussed, the new financing package will not consist exclusively of new funds. Approximately €30 billion is planned to be drawn from the already agreed two-year, €90 billion European Union -funded loan facility for Ukraine. An additional €40 billion could come from bilateral commitments from individual countries.

Ukraine’s Ambassador to NATO, Olena Hetmanchuk, emphasized that any new financial decisions must take into account Ukraine’s key needs. Among the priorities, she cited strengthening air defense, investing in drone and missile production, and providing long-range ammunition.

According to her, until Ukraine receives reliable security guarantees, long-term financial commitments from partners are of particular importance.
