NBU warns: utility tariffs will increase in 2026

Until the end of 2025, tariffs for electricity, gas, heating, and hot water supply in Ukraine will remain at the current level. However, they are expected to gradually increase starting next year.
This is stated in the July report of the National Bank of Ukraine.
The document notes that decisions on tariff changes will be made in light of the difficult situation in the energy sector. However, it is currently unknown what the limits of price increases will be.
“A significant increase in the cost of energy carriers to quickly eliminate imbalances in the energy sector will become a source of additional inflationary pressure and will require a significant increase in subsidies for the population,” the regulator’s experts note.
At the same time, the National Bank warns: postponing the tariff increase may have a positive impact on inflation, but will lead to a deterioration in the financial condition of state-owned energy companies.
“This will increase the risks of instability in the energy market, worsen the investment potential of the industry, and only postpone price pressure for the future,” the report says.
Recall that since July 2025, a number of changes have taken place in Ukraine, in particular , they concern the rules for technical inspection of cars, registration of IDPs, and social assistance.
