Negotiations in Miami: what the US is offering Ukraine in negotiations with Russia

The American and Ukrainian delegations held intensive negotiations at the elite Shell Bay Club in Miami.

Sources familiar with the process spoke about the atmosphere and content of the meeting, CNN reports .

Ukrainian borscht and cabbage rolls were served at the table – the participants perceived this as a diplomatic gesture at a time when the US is trying to persuade Kyiv to make difficult compromises within the framework of peace proposals.

CNN’s sources called the consultations “a step forward” and said the delegations continued the progress made at the previous meeting in Geneva. Sources stressed that the parties had discussed in detail the most difficult points of the future agreement, although decisions are still far from being made.

One of the most sensitive topics remains the US and Russia’s demand to reconsider Ukraine’s accession to NATO. The American plan envisages a scenario in which Ukraine does not officially abandon its constitutional course, but in fact loses the opportunity to join the Alliance due to agreements that NATO and Moscow can conclude without Kyiv’s participation.

A CNN source explained that Ukraine would not sign a legal waiver, but Washington and Moscow could create conditions that would leave it out of the decision-making process. However, the final choice regarding such a compromise remains with the Ukrainian president.

Another sore point is the Kremlin’s demand to hand over control of part of Donbas to Russia. The American option involves the creation of a demilitarized zone under Russian civilian control, but without the deployment of troops. The proposal also includes a “belt of fortresses” – fortified cities that play a key role in Ukraine’s defense.

A CNN source close to the talks said Kyiv would not make any decisions that would weaken defenses and open the way for new Russian aggression. At the same time, he acknowledged that the parties are looking for formulas that would preserve Ukrainian constitutional norms while finding security options for the transition period.

In the coming weeks, the negotiations may face a new factor – the Kremlin continues to maintain a tough position and shows no willingness to give up its maximalist demands, in particular, the desire to impose surrender conditions on Ukraine as a prerequisite for ending the war.

It was previously reported that negotiations between the Ukrainian and American delegations in Florida did not provide an answer to the main question – what security guarantees Ukraine will receive.
