“Neo-Bolshevism” in the Rada: Why People’s Deputies Are Incapable of Passing Laws

The current situation in the Ukrainian parliament threatens the pace of rapprochement with the European Union due to internal disorganization. Despite the commitment to adopt dozens of legislative acts in various clusters, work has effectively stopped, and the lack of votes and ignoring minority opinions create conditions for deep stagnation.

Political scientist Volodymyr Tsybulko expressed his belief on the air of “Pryamoy” that the cause of the crisis was the excessive concentration of power in one hand.

He noted that ignoring the rights of the opposition contradicts the European values that Kyiv promised to uphold. In his opinion, the parliament has lost its effectiveness, as the single majority often cannot gather even the minimum number of deputies required for effective voting.

“This is the result of this monopolization of power in the parliament, which, by the way, contradicts European principles, because ignoring the rights of the opposition in the way it is ignored in the Ukrainian parliament is something that still needs to be invented,” Tsybulko emphasizes.

The political scientist cited examples of MPs from the ruling faction receiving court sentences or staying abroad for over a year and a half, while remaining members of parliament. This state of affairs, he said, demonstrates selective justice.

Tsybulko believes that a way out of the impasse is possible only through the creation of a coalition of national unity, but the current leadership of the state is avoiding such a step, fearing losing leverage.

As is known, the parliamentary coalition faced serious difficulties in passing government bills. The Verkhovna Rada effectively stopped supporting the initiatives of the Cabinet of Ministers of Ukraine, as evidenced in particular by the failure of the vote on the bank profit tax.

In addition, the crisis in the Ukrainian parliament is deepening due to ambiguous statements by the state’s top leadership regarding sending to the front those deputies who plan to resign early. Such rhetoric has sparked a wave of discussions about the legality and ethics of such steps within the walls of the Verkhovna Rada.

Moreover, attempts to put pressure on the parliament only exacerbate the political crisis within Ukraine, so it is worth avoiding brazen communication from the leadership , which can undermine stability in a difficult period, and there is also no need to turn the Armed Forces of Ukraine into a kind of horror story for people’s deputies, – said on the air of “Pryamoy” participant of the Russian-Ukrainian war Oleksiy Petrov.
