New billion-dollar tranche: Germany has increased aid to Ukraine to a record level

The Budget Committee of the German Bundestag approved the draft budget for 2026 at its morning meeting on November 14, which significantly increased the amount of support for Ukraine. The total amount of assistance reached 11.5 billion euros — a record package that includes weapons, equipment, and air defense systems.
As Welt reports , the decision was made after a series of overnight amendments that significantly changed the financial architecture of the planned expenditures.
According to the updated figures, federal budget spending will amount to 524.5 billion euros, which is 4 billion more than the previous government plan. To do this, Berlin will resort to large-scale new borrowings – almost 98 billion euros in the main budget alone, not including billions in loans from special defense funds.
The Finance Ministry’s amendment was key: another 3 billion euros were added to the support package for Ukraine, which will go towards artillery, drones, armored vehicles, and the replacement of two Patriot complexes transferred to Kyiv. Thus, the previously allocated 8.5 billion euros increased to 11.5 billion euros.
The German Defense Ministry stressed that this is the country’s largest contribution to strengthening Ukraine’s defense capabilities since the start of the full-scale war. The package was made possible by temporary relaxations in the “debt brake,” which allow for increased security spending.
The final vote on the budget is expected during the plenary week of November 25–28, but experts believe that the budget committee’s consent already effectively forms the parliament’s final decision.
As a reminder, the German government announced its intention to expand the volume of military assistance to Ukraine in 2026 by an additional 3 billion euros , bringing the total amount to over 11.5 billion euros.
