MP Yaroslav Zheleznyak identified three main problems in the new rules for reserving employees. According to him, enterprises may lose their status as critical, and obtaining a reservation will depend on the decisions of the Coordination Center.

Zheleznyak reported this on his Telegram channel.

The first problem concerns the list of industries that can receive the status of critical. According to the deputy, the new rules provide for only 13 such industries. Education, science, the service sector and the media are not included in the list. Such enterprises will have to apply separately through the Coordination Center.

The second trap is the possibility of losing the already existing critical status. Ministries and regional administrations have 10 days to review the criteria and inspect the companies. If the company no longer meets the new requirements, it may be stripped of its status.

In addition, the Coordination Center will be able to recommend reviewing the status of the enterprise, in particular upon request from law enforcement officers. However, as Zheleznyak notes, the document does not contain a clear list of grounds for its cancellation.

The third problem is related to the work of the Coordination Center and the dependence of business on the CCC. The Center includes 18 representatives of state bodies, including the SBU, the State Security Service, the National Police, the General Staff, and the Office of the President. At the same time, there are no business representatives there.

Without a decision from the Center, enterprises will not be able to obtain a reservation limit of more than 50%, and certain categories – more than 95%.

Two violations of military registration within 12 months may also be grounds for refusal. A separate risk arises if the CCC puts an employee on the wanted list. According to Zheleznyak, this will force enterprise managers to constantly check employee lists to avoid violations.

The MP believes that the new rules need to be finalized. In particular, he proposes to involve business representatives in the Coordination Center, establish a clear list of reasons for revoking the critical status, and provide for the possibility of appealing such decisions.

As a reminder, on October 23, the Cabinet of Ministers announced the creation of a Coordination Center for Organizing Reservations . At that time, it was also about revising the criteria for the criticality of enterprises and a quota of up to 95% for the defense and energy sectors.

Earlier, more than 60 MPs demanded a review of the government’s changes to the booking rules . The parliamentarians advocated for additional consultations with businesses on the proposed restrictions.
