New booking rules: who may lose the deferral from September 1

In Ukraine, from September 1, 2026, military personnel may lose their reservations if their businesses do not confirm their critical status.

This was reported by People’s Deputy Olga Vasilevska-Smaglyuk.

The Ministry of Defense is currently reviewing the status of critical enterprises of the defense-industrial complex, which was granted until July 7, 2026. The ability to reserve military personnel depends on the validity of this status.

Businesses must confirm that they continue to meet the criteria for which they were granted the status. For most companies, a simplified procedure has been provided that does not require resubmission of the full package of documents.

At the same time, enterprises that have received critical status under the BRAVE1 grant criterion must undergo a full re-confirmation procedure.

What businesses need to know:

    • documents for simplified confirmation had to be submitted by August 10, 2026;
    • if the enterprise does not submit documents within the specified period, its critical status will be revoked from September 1;
    • along with the status, employees may lose their current reservation;
    • if the documents are submitted on time, the status will be valid until the date specified in the previous decision;
    • Employee reservations will be maintained for a specified period, but no longer than the current critical business status.

It was previously reported that the Cabinet of Ministers decided not to suspend the automatic booking of military conscripts through the “Diya” portal.

In addition,new requirements have been introduced for businesses that want to obtain critical status and reserve employees. The Ministry of Economy, Environment and Agriculture has revised the relevant criteria and made them stricter.
