Shake-Up in Defense: Cabinet Appoints Six New Deputy Ministers Under Shmyhal

In a sweeping personnel move, the Ukrainian government has appointed six new deputy defense ministers — a signal of renewed efforts to strengthen the country’s defense leadership amid ongoing war and internal pressure for reform.

This was announced by Defense Minister Denys Shmyhal.

Lieutenant General Ivan Havrylyuk has been appointed First Deputy Minister of Defense. He previously held this position until April 2025. Havrylyuk has also served as an advisor to the Commander of the Logistics Forces of the Armed Forces of Ukraine and as Deputy Chief of the General Staff.

Serhiy Boev has been appointed Deputy Minister of Defense of Ukraine. He previously served as Deputy Minister for European Integration at the Ministry for Strategic Industries and as First Deputy Minister of Defense.

Anna Gvozdiar served as Director of the Serhiy Prytula Charitable Foundation from 2020 to 2023. Since September 2023, she has held the position of Deputy Head of the Ministry for Strategic Industries.

Oksana Ferchuk has been appointed Deputy Minister of Defense for Digital Development. In 2022, she served as an advisor to the Ministry of Defense, where she focused on digitalizing logistics processes.

Colonel Volodymyr Zaverukha has been appointed Deputy Minister of Defense. He brings 22 years of experience in military service and the defense sector.

Major Yuriy Myronenko commanded a UAV unit at the onset of the full-scale invasion. In 2024, he was appointed Deputy Head of the Ministry of Digital Transformation, and now serves as Deputy Minister of Defense.

Recall that the Verkhovna Rada of Ukraine appointed Denys Shmyhal as the new Minister of Defense. 267 people’s deputies voted for this decision.

By the way, on July 17, the Verkhovna Rada of Ukraine approved the appointment of Yulia Svyrydenko as Prime Minister of Ukraine.
