New interim heads appointed in the SBU and the National Police: what is known about Poklad and Tsutskiridze
President of Ukraine Volodymyr Zelenskyy has appointed Oleksandr Poklad as acting head of the Security Service of Ukraine. At the same time, the Cabinet of Ministers has appointed Maksym Tsutskiridze as acting head of the National Police of Ukraine.
This is stated in Decree No. 622/2026 .
According to the presidential decree, Oleksandr Poklad will temporarily act as the head of the Security Service of Ukraine. Prior to his appointment, he held the position of First Deputy Head of the SBU.
Oleksandr Poklad is a Major General of the Security Service of Ukraine. In November 2021, the President appointed him Head of the Counterintelligence Department of the SBU, and in May 2025, he joined the Ukrainian delegation for negotiations with Russia in Istanbul.
The Cabinet of Ministers also appointed Maksym Tsutskiridze as acting head of the National Police of Ukraine. He replaced Ivan Vyhivskyi, who was appointed Minister of Internal Affairs the day before.
Prior to that, Maksym Tsutskiridze worked as the First Deputy Head of the National Police. In 2019, he headed the Main Investigation Department of the National Police, and since September 2023, he has held the position of First Deputy Head of the department. Tsutskiridze holds the title of “Honored Lawyer of Ukraine.”
Earlier, the Cabinet of Ministers of Ukraine appointed acting Minister of Defense and Minister of Foreign Affairs . The positions were given to Yevhen Khmara and Andriy Sybiga, respectively.
By the way, Ukrainian President Volodymyr Zelensky announced that he has offered former Interior Minister Ihor Klymenko the position of Secretary of the National Security and Defense Council of Ukraine . A corresponding decree on the appointment is already being prepared.

This concerns the adoption of the Resolution on the formation of the composition of the Cabinet of Ministers of Ukraine and the dismissal of retired members of the Cabinet of Ministers (No. 15415). 264 people’s deputies voted for this decision.
