No money: why there will be no major road repairs in Ukraine this year

The head of the State Agency for Infrastructure Restoration, Serhiy Sukhomlyn, stated that for two years in a row the state has not allocated funds for major road repairs.
He said this in an interview with Economic Truth.
Currently, road repairs consist of milling and patching potholes. Because of this, there is a risk that problem areas will reappear on the road surface next spring.
“Our budget is 10-15% of the minimum need for full maintenance. It also finances lighting and tree pruning,” explained Sukhomlyn.
Instead, last year they almost stopped mowing the grass in order to direct the saved funds to roads.
Ukraine needs about 70 million hryvnias a year just to patch potholes on the roads. However, according to Sukhomlyn, in 2026, 12.6 billion hryvnias were allocated for roads, of which 2.5 billion hryvnias were for checkpoints and international projects, and 8.6 billion hryvnias for current road repairs and maintenance.
At the same time, in 2023, 42 billion hryvnias were allocated for roads, in 2024 – almost half that amount, and no funds were allocated for local roads in these years. Last year, 18.6 billion were allocated for repair and maintenance, of which 1.8 billion were directed to local roads.
