Ukrainian President Volodymyr Zelensky said that Russian President Vladimir Putin has ordered his military to abandon restrictions that Russia had observed during previous air campaigns. According to Ukrainian intelligence, Russian forces have now received the signal to attack civilian infrastructure, including schools, hospitals and data centers.

Zelensky told the Financial Times about this from the shelter of a Kyiv school, which was hit by a Russian jet drone on October 1.

According to the president, Ukrainian intelligence services received relevant information, including from intercepted conversations of Kremlin representatives. He claims that Putin gave such an order in September, when Russia began to intensify air strikes on Kyiv.

“He said that now there are no rules,” Zelenskyy conveyed the content of the information received by Ukrainian intelligence.

The president attributes the change in the nature of Russian attacks to Ukraine’s campaign against Russian military and energy infrastructure. He said Ukrainian strikes on oil refineries, ports, and warehouses deep inside Russia were one reason for the increase in Russian attacks.

At the same time, Zelensky stressed that the Russian strikes are aimed not only at destroying infrastructure. They are also about putting pressure on the civilian population and spreading fear through continuous shelling.

Zelensky’s interview took place immediately after the attack on the Kyiv school. According to the Office of the President, more than 100 children and more than 60 school employees were in shelter during the attack, so no one was injured. The strike caused a fire, partially destroyed a wall of the building, and damaged windows and doors.

“They were unable to occupy Donbas, and that’s why now they are carrying out the same massive attacks, mass killings,” Zelensky said, explaining how Russia is trying to pressure Ukrainians and force people to leave the cities.

As previously reported, President Volodymyr Zelenskyy said that Russia used 277 strike drones of various types against Ukraine in a day, including 155 jets . In Kyiv, the attack killed people, injured dozens, and damaged kindergartens, schools, a residential building, and other facilities.

As a reminder, the Russian Defense Ministry stated that Russian troops were striking data centers in Ukraine during the September 23 attack . Amid the shelling in Kyiv and the region, about 100,000 households faced problems with the Internet.
