Norway is preparing for possible Russian aggression: authorities are developing plans to evacuate civilians.
Norway’s Directorate of Public Safety and Civil Preparedness (DSB) has begun assessing areas from which evacuation of the population might be necessary in the event of armed aggression by Russia, as well as regions capable of receiving displaced persons.
The Norwegian publication VG reports this.
DSB Director Elisabeth Aarsæter stated that this primarily concerns areas that are vulnerable due to their proximity to Russia or the presence of legitimate military targets. Evacuation plans are being developed in close coordination with the armed forces and police.
Particular attention is being paid to the municipalities of Tromsø, Finnmark, and Sør-Varanger. In its planning, the DSB is taking into account the experience of the war in Ukraine, in particular Russia’s massive strikes against energy and civilian infrastructure.
“Considering that Russia is attacking not only military but also civilian targets in Ukraine, we are analyzing whether it might be worth taking a broader look at potential targets in Norway,” Aarsæter emphasized.
At the same time, the directorate is identifying regions that can accommodate evacuated populations. These are municipalities with a lower risk of military action and sufficient resources in healthcare, housing, and education.
Updating and refining evacuation plans will be one of Norway’s key civil protection priorities in 2026.
As a reminder, Norway approved an $8.2 billion aid package for the country for 2026. Ukrainian President Volodymyr Zelenskyy called this decision an important signal to Russian dictator Vladimir Putin.
