Ukrainians who have reached the age of 65 but are not entitled to a pension due to insufficient insurance experience can apply for state social assistance. In 2026, the payment for this category will be 30% of the subsistence minimum for persons who have lost their ability to work, or 778.5 hryvnias per month.
This is reported by the Coordination Center for Legal Aid.
People who have reached the age of 65 and are not entitled to a pension, people with disabilities, individuals who do not receive pension or other social benefits, as well as low-income citizens are entitled to state social assistance.
Assistance is provided to citizens of Ukraine who permanently reside on its territory, foreigners and stateless persons who have moved to Ukraine for permanent residence, refugees, persons in need of additional protection, as well as Polish citizens who are in Ukraine.
The terms of payment are determined by the Resolution of the Cabinet of Ministers of Ukraine No. 261 dated April 2, 2005.
The amount of state social assistance depends on the category of the recipient and the subsistence minimum for persons who have lost their ability to work. In 2026, the following amounts are provided:
- 2,595 hryvnias, or 100% of the subsistence minimum, for people with group I disabilities;
- 2076 hryvnias, or 80%, for people with disabilities of group II;
- 1,557 hryvnias, or 60%, for people with disabilities of group III;
- 1297.5 hryvnias, or 50%, for clergy;
- 778.5 hryvnias, or 30%, for people over 65 who are not eligible for a pension.
If the amount of monthly state social assistance is lower than the subsistence minimum for persons who have lost their ability to work, the person may be assigned a monthly state targeted assistance. It covers the difference between the basic payment and the subsistence minimum. This is provided for by the Resolution of the Cabinet of Ministers of Ukraine No. 265 of March 26, 2008.
To process the payment, you must contact the Pension Fund of Ukraine and submit the following documents:
- statement;
- passport;
- work book;
- taxpayer card;
- a declaration of income and property status indicating family composition.
By the way, the Cabinet of Ministers has adopted a decision that allows Ukrainians to confirm their work experience for the purpose of pension assignment even in the absence of a work book or the necessary entries in it . The changes should help people who have lost their documents due to hostilities or occupation.
