Not enough money for war: Government agrees to budget changes

The Cabinet of Ministers of Ukraine has approved amendments to the state budget for 2025, providing for an additional over 412 billion hryvnias for the security and defense sector. The government plans to cover part of these expenditures through increased budget revenues, and the rest through new debt borrowings.

This was reported by People’s Deputy Yaroslav Zheleznyak on Telegram, specifying that the relevant draft law will be registered in the Verkhovna Rada in the near future.

“The Cabinet of Ministers approved changes to the 2025 Budget for UAH 412+ billion to close the gap for the army. The draft law will soon be registered in the Rada,” he wrote.

Key figures from the draft changes:

It is proposed to adjust the expenditure part of the budget by UAH 397.5 billion

In particular, to increase expenditures on individual programs by UAH 448.8 billion, of which UAH 412.4 billion will go to the security and defense sector

At the same time, other expenditures and lending will be reduced by UAH 51.3 billion.

To finance these changes, the government proposes:

– increase budget revenues by UAH 147.5 billion

– attract UAH 250 billion through debt transactions

“To close the hole, dear business, they will collect +150 billion more from you than planned, +250 billion will be borrowed,” Zheleznyak added.

As a reminder, earlier, the First Deputy Chairman of the Finance Committee of the Verkhovna Rada, Yaroslav Zheleznyak, stated that the government and parliament, due to the increase in defense spending , will have to make changes to the state budget of Ukraine in the summer of 2025.

As reported, Prime Minister Denys Shmyhal stated during a meeting of the Verkhovna Rada thatUkraine may make changes to the state budget in 2025 due to an increase in military spending amid a reduction in international aid .
