The Trump administration may consider further easing sanctions against Russia, including restrictions on fertilizer production, as Ukrainian officials fear Washington will make new economic concessions to Moscow despite the ongoing war against Ukraine.

This is reported by Kyiv Independent .

According to journalists, after agreements on the supply of Russian diesel fuel, the US administration may consider other options for economic rapprochement with Russia. One possible direction is the easing of restrictions related to fertilizer production.

Ukrainian officials fear that potential agreements could include sanctions against ships, companies, banks and individuals linked to the industry. However, the sources did not specify which restrictions could be lifted. For now, a possible agreement remains at the level of speculation.

Russia has long sought to ease conditions for agricultural exports, arguing that banking, insurance and shipping restrictions make it difficult for Russian goods to access international markets.

A Ukrainian intelligence representative said that Russia has repeatedly raised the issue of fertilizers during negotiations with the US and European countries.

“The history with fertilizers is quite old, and the Russians have been trying to promote it for a long time,” a representative of Ukrainian intelligence noted.

He said Moscow had also sought to ease restrictions under the Black Sea Grain Initiative. In July 2023, Russia withdrew from the agreement, saying that insufficient progress had been made in meeting its demands.

At the same time, the US has not imposed an outright ban on Russian fertilizer imports or imposed direct sanctions on the entire Russian fertilizer industry. However, possible agreements may include other restrictions affecting the activities of related companies and financial institutions.

By the way, in the US, Congressmen Brian Fitzpatrick, Don Bacon, and Marie Gluzenkamp Perez have submitted to Congress the bipartisan “Ronald Reagan Peace Through Strength” bill of 2026. The document provides for the cancellation of permits for the import of Russian energy resources, strengthening compliance with the relevant ban, and guaranteeing intelligence support to Ukraine.

The day before, it became known that Russia had sent its first tanker with diesel fuel to the United States . The 40,000-ton vessel is scheduled to depart this Thursday.

As a reminder, on October 16, Trump refused to apply sanctions against Russia , as stipulated by the Graham-Blumenthal Act. The US President exercised the right of temporary exemption, explaining the decision by the country’s national interests.
