Nova Poshta has changed the rules for delivering parcels to the USA: what you need to know

Nova Poshta has announced changes to the rules for sending parcels to the US due to new customs restrictions. From now on, any shipments will be subject to mandatory customs duties, regardless of their value, and customers will be able to independently determine who will pay these costs – the sender or the recipient.
This was reported by the company’s press service .
Thus, new customs rules will come into effect for Ukrainians sending parcels to the United States starting August 29, 2025. They are a result of the US administration’s decision to abolish the so-called de minimis threshold, which had been in effect for many years and allowed receiving goods from abroad worth up to $800 without paying duties and taxes.
From now on, any parcel, even with a minimal value, will undergo full customs clearance and be subject to customs duties. This applies to both personal goods and purchases in foreign online stores.
In connection with changes in US legislation, Nova Poshta has adapted its rules for customers. Starting from August 26, 2025, senders and recipients will be able to choose who will cover the costs of customs duties:
If the payer is the sender:
- 10% of the estimated value of the parcel is automatically added to the delivery cost;
- all customs brokerage services are already included in the tariff;
- Delivery is carried out without delay, because all payments are made in advance.
If the payer is the recipient:
- he must pay 10% of the cost of the shipment;
- additionally paid customs brokerage services from $25;
- The recipient receives an email with a payment link, and only after that does delivery continue.
Important nuances for customers:
- The 10% rate applies only to Ukrainian goods . If the product is manufactured in another country, customs rates may differ and be higher.
- US customs authorities have announced increased controls. They will check:
- correctness of the product description;
- country of origin;
- purpose of export;
- the actual cost of shipping.
If inaccuracies or doubts about the value are discovered, the goods may be delayed at the border, which will cause additional costs and delay delivery.
At the same time, Nova Poshta has integrated new features for customers:
- At the branches, operators will immediately explain payment options and help you choose the most convenient method.
- In the mobile app, customers will receive a notification about the new US rules when creating a shipment. The final decision on the payer can be confirmed during checkout.
- In your personal account, when filling out an invoice, a special option “Customs Payment Payer” will appear. The cost will be automatically calculated according to the selected option.
It is worth recalling that in July 2025, US President Donald Trump signed an executive order to abolish the long-standing preferential regime. The de minimis system allowed for duty-free payments on goods worth up to $800, which significantly simplified international trade for individuals.
However, Washington said that this mechanism contributed to the mass import of cheap goods from China and other countries without proper taxation, which harmed American manufacturers. Therefore, it was decided to completely abandon this threshold.
For Ukrainians who use Nova Poshta services to send items and goods to the US, delivery will become more expensive. Previously, most private shipments were not subject to customs duties, but now additional costs will be mandatory.
At the same time, the company assures that its new rules will allow customers to flexibly choose who pays the toll, and thus plan expenses in advance.
